- New /demo page: chat-style UI for testing the emergency alert system
  in real-time. No auth required. Sends transcripts to /process-emergency
  and displays intent, emotion, severity, and dispatch results.
- GCP CI/CD: GitHub Actions workflow that builds, pushes to Artifact
  Registry, and deploys to Cloud Run on push to main.
- Added smoke test for the demo page.

- Make torch/onnxruntime/transformers/whisper/numpy imports lazy in ML
  loaders and agents so tests run without heavy ML deps installed
- Add all non-ML dependencies to pyproject.toml (structlog, slowapi,
  starlette-prometheus, jinja2, bcrypt, twilio, etc.)
- Add [project.optional-dependencies] dev section for test deps
- Fix 631 ruff lint errors: auto-fix style issues + configure per-file
