Fixes #5658. Adds a render test that fails prior to this fix.

I have no idea why the render tests are failing. The draw_fill.ts change triggers that, but it should not affect anything other than terrain tile pre-rendering.

Wasn't the code that was removed had been added in the past to solve some terrain+globe issues?

Those are nice tests to indicate this code was needed to support these scenarios.
