Update to .NET 10 with .NET SDK version 10.0.100-preview.1.25120.13.

- Fix-up multi-targeting. - Drop support for .NET 6. - Update compatibility suppressions. - Bump version to 4.0.0. - Only use `Lock` with `net10.0`.
Avoid over-complicated formatting for conditional compilation to make `dotnet format` happy by just aliasing `Lock` to `object`.
