I think this css screws with the events wg header on navigation:

scroll-snap-type: y proximity;
scroll-padding-top: 1.875rem;

The governing board has passed am amendment to its bylaws which calls the website the canonical place for both the existing charters of committees and the working groups from this PR canonical. A WG member needs to PR this amendment; I might do it within this PR.

Navigating to the Page causes it to go below the header by default instead of starting at the top like on every other page. This likely is caused by this css or related css on that page. And its a little unexpected compared to other pages.
