This ports over updates from https://github.com/HarHarLinks/pr-template-autoclose, namely:

• use PR number instead of branch to make the bot also work for external contributors, e.g. add Dominik to Events Working Group #3019
• fail the CI when the template is missing so the CI appears blocking to the reviewer
• run CI when ready for review so the status is updated after the issues have been fixed and the PR been undrafted to signify this
• remove label and blocking review automatically for more automation, yay!
