This PR adds a TEMPORARY tool to regenerate both genesis.json and zkos-l1-state.json
It can handle deploying everything without use of zkstack cli.
It also recalculated merkle tree hash without any external dependencies.
The tool is written in Python without any extra dependencies, so we don't have to bother with any kind of deps installation (for TS) or compilation (for Rust).
It's not a production ready thing, but it should be better than a shell script out of the working tree for now.
