Phantasy Star Retranslation v2.2 - Català

This adds the Catalan language to the list supported, thanks to @kusfo, and fixes some minor glitches.

Changelog:

• Fixed a bug with articles for some languages
• Fixed issue with emulators not supporting cartridge RAM
• Fixed glitches in enemy name border drawing on some hardware (#63)
• Fixed some script inconsistencies in English (#61)
• Added Catalan translation from kusfo
• Improved the translation tools based on issues found with the Catalan translation
