[core] feat: add compliance automation outputs

Summary

• add a compliance module that models geo-fenced deployment, entropy monitoring, trust graphs, privacy controls, incident reporting, role-aware MFA, visualizer payloads, sandbox scanning, and trust-service exports aligned with NCA, DEWA, UAE AI Strategy 2031, GDPR, NIS2, and ENISA frameworks
• extend the CLI pipeline to emit geo-fence, tamper-detection, sandbox, trust graph, privacy, incident, access policy, compliance visualizer, and trust-service artifacts alongside the existing reports
• enable chrono serde support and surface the compliance module for other components
