Bumps npm from 11.6.2 to 11.8.0 via the
packageManagerfield inpackage.json.Motivation
Ensures repositories use the latest npm version, and specifically avoids an issue where npm 11.6.2 and earlier sometimes produces an out-of-sync lock file, causing
npm cito fail (see npm/cli#8656).Additional details
