What this PR does / why we need it:

This implements an initial "read the steps of the recipe out loud" UX; so that as you are cooking, you can listen to specific instructions, pause them or repeat them.

Tip: Turn sound on to hear TTS.

Which issue(s) this PR fixes:

This is a subset of "interactive chat assistant".

Special notes for your reviewer:

At the moment, this is strictly a POC/prototype; but still useful/usable.

Future iterations could include:

  • User profile pages to set voice preference cookies for the browser.
  • Controls for playback speed
  • (If voice command APIs added) - Next/Pause/Resume voice commands
  • Repeat of just one sentence or part of the step controls
  • Auto scroll / auto "next step" support to tick off the current step, start the next one

We are halting most prs to get the frontend update in.
