Do not remove dcmtk reader.
This PR conflicts with new medDataKey (my work on dev branch)
So this PR need to wait the merge of PR to provide new medDataKey system.
This PR implies a futur dev to provide :
- determine a default reader when multiple readers are avalable for a same file/data type.
- the possibility for the user to select the reader in the GUI.

Based on #1138 PR.
This Pull Request adds a DICOMDIR reader. It uses DCMTK, ITK::GDCM and VTK.
The structure of a DICOMDIR "DICOM" is: a DICOMDIR file with metadata, associated with a directory containing a list of DICOM.
