Summarizes README rules into CONTRIBUTING.md (where to place chain files, icon/IPFS rules, uniqueness constraints).
Adds optional PR template to ensure pre-flight checks (./gradlew run, prettier).
Purpose: improve contributor onboarding and keep CI green by default.
