Adds the MergeOS bounty claim flow to CONTRIBUTING.md, including the required organization/repository actions, claim comments, fork/PR workflow, and payout verification guidance.
Validation: documentation-only change reviewed against docs/BOUNTY.md and the issue acceptance criteria.
