This PR addresses YAML formatting inconsistencies in the release-drafter configuration by adding quotes around label values for the Documentation and Security categories. While this improves consistency with the quoted format used elsewhere in the file (e.g., in the autolabeler section), the changes are incomplete as they don't address the underlying structural inconsistency where these two categories use label: (singular) instead of labels: (plural) like all other categories.
