What this PR does/ why we need it:
Adds the 0.2.0
nkp-etcd-maintenancechart to the staging directory.This is required so that the
chart-releasercan publish it tomesosphere.github.io/charts/staging. Once hosted there, it will be mirrored to the public GHCR registry (oci://ghcr.io/mesosphere/charts/nkp-etcd-maintenance) via thepublish-chart-ociworkflow. This is a prerequisite for adding the platform app to the NKP Product Catalog (as requested by @vijaypal89 in catalog PR #115).Which issue(s) this PR fixes:
