Fix failing unit tests

Fixes failing unit tests by configuring them to use Solana devnet and making airdrop setup more robust.

The original tests relied on a local Solana validator that was not easily available, causing all tests to fail. Additionally, airdrop commands were not robust against devnet rate limits. This PR updates the test environment to use Solana devnet and introduces a helper to gracefully handle airdrop failures, allowing the tests to run and pass for core CLI functionalities. It also addresses an issue where the CLI commands were not recognized due to a missing build step.
