Purpose
This pull request updates the minimum required version of the Azure Developer CLI (azd) to 1.18.0 throughout the documentation and configuration files to ensure users have the correct tooling for deployment. It also adds clear notes in the documentation to inform users of this requirement and provides a download link for the latest version.
