Why are these changes needed?
Adding one possible implementation of continual learning via
LearningAgentandTeachingAgent(#1063). The example use case experimented is the continual summarization task as described in issue #1072 (Test code could be find in this file: https://github.com/microsoft/FLAML/pull/1098/files#diff-9d41b884e4c8a00c129b738d67fe9f724b5d0209c772dd18fd2a885396242065)Note that this PR is based on #1091
