Allows the RestrictedToRegion parameter of the SPOSite resource to use the RestrictedToGeo argument of Set-PnPSite

This Pull Request (PR) fixes the following issues

• Fixes SPOSite is not idempotent because of RestrictedToRegion #6734

Task list

• Resource parameter descriptions added/updated in the schema.mof.

• New/changed code adheres to DSC Community Style Guidelines.
