chore(sparrow-engine-python): bump 0.1.8 -> 0.1.9 — first cut with brew-ready CLI release

The publish-cli-release-assets loosening (ef2faeb) means this tag is the
first that ships CLI tarballs to a GH Release. Even with Windows still
failing, the brew tap can pin SHA256s to v0.1.9 macOS arm64 and Linux
x86_64 tarballs and ship to users.
