Task name: AzureFunctionAppV1 and AzureFunctionAppV2

Description: Add support for DOTNET-ISOLATED|9.0 in Function App on Linux

Risk Assesment(Low/Medium/High): Low

Added unit tests: N

Tests Performed: Manually set DOTNET-ISOLATED|9.0 in current tasks, and upon deployment it updates the correct .NET Version

Documentation changes required: I am not too sure

Attached related issue: #20947
