Applications may wish to supply a region-specific tunnel service URI such as
https://usw3.rel.tunnels.api.visualstudio.cominstead of the global URI. Previously this would work in many cases but fail when working with tunnels in different regions. This change improves the logic in the C# and TS management clients for modifying the request hostname when accessing a tunnel that is known to be in a different region.
