Purpose

This pull request includes an update to the CONTRIBUTING.md file to provide guidelines for contributing to the project. The changes include instructions on agreeing to a Contributor License Agreement (CLA) and adopting the Microsoft Open Source Code of Conduct.

Key changes:

  • Added a section detailing the requirement to agree to a Contributor License Agreement (CLA) when making contributions.
  • Included information about the CLA-bot that helps automate the CLA process.
  • Adopted the Microsoft Open Source Code of Conduct and provided links for more information and contact details.
