fix: disable purge protection of keyvault

Purpose

This pull request includes changes to the infra directory, specifically in the deploy_keyvault.bicep and main.json files. The changes primarily involve updating the Bicep version and template hashes, as well as modifying Key Vault configurations.

Key Vault configuration changes:

• infra/deploy_keyvault.bicep: Removed the enablePurgeProtection setting from the Key Vault resource definition.
• infra/main.json: Removed the enablePurgeProtection setting from the Key Vault configuration.

Version and template hash updates:

• infra/main.json: Updated the Bicep version to 0.34.44.8038 and corresponding template hashes in multiple sections. [1] [2] [3] [4] [5] [6] [7] [8]
