This change adds the beginnings of a proposal for how we're going to keep DXC in good shape to continue including it in the Vulkan SDK.

At the moment this tries to capture the requirements and some extremely broad strokes of proposed solutions, but is mainly intended to provide a place to focus discussion.

Are you wanting to have the discussion kick off in this PR or is this just do get something checked in and be able to number the proposal?

(my vote is the latter, but just trying to confirm)

aside: I'd love to see a world where the bar to merge and number an essentially empty proposal was very low. Basically just a title, number, and someone saying "I was to have this discussion". IMO its a sign of a healthy ecosystem to have a reasonable number of discussed-but-rejected proposals
