these changes will also need to be propagated in https://github.com/microsoft/onnxruntime-extensions/blob/main/tools/ci_build/github/azure-pipeline/templates/build-package-for-windows.yml for the ADO pipelines. |

In addition, the change includes VS 2026 cmake generator support.
