Update the information about the `prefer_nhwc` option in the `CUDA-ExecutionProvider.md` file to reflect the changes in ONNX Runtime 1.20. ### Motivation and Context The document is out of date: it claims `prefer_nhwc option is not available in default builds`, but it is.
