Previously, coding agent is unable to run unit tests because pgrx is not installed in the Copilot environment.
This change updates copilot-setup-steps.yml to install all necessary system dependencies, set up
cargo-pgrx, and ensures PostgreSQL 17 is available for development and testing. Additionally, workflow triggers are refined to only run on pushes to themainbranch.
