Update localization sample dependencies

The localization sample relies on i18next and react-i18next, so this updates both packages to their latest releases after concern about the localization library version.

Summary

• Updates i18next to ^26.2.0.
• Updates react-i18next to ^17.0.8 and refreshes the lockfile.
• Keeps the existing localization implementation and sample behavior unchanged.

Validation

• npm run build
• Playwright smoke test covering default render, language switching across English, Spanish, French, and German, translated navigation/pages, interpolation, and the not-found route.
