Upgrade the C# client emitter to TCGC 0.72.1 and verify generated output and existing tests.

  • Dependencies: Update the exact pin, peer minimum, and lockfile. Preserve peer upper bounds; related dependencies remain compatible.
  • Regression coverage: Verify generic decorators reject model-valued arguments while @clientOption preserves them.
  • Regeneration and tests: Generate.ps1 produces no tracked changes. Tests report 4,543 passed and 952 existing skips.
