Updates `pubspec.yaml` and `CHANGELOG.md` to revert the version from 10.3.9 to 10.3.8.

This is because the previous git diff skipped over a patch version, causing autopublish to reject it?
See https://pub.dev/packages/file_picker/changelog The last published version is 10.3.7, so 10.3.9 was never published.

@navaronbracke currently, pushes to pub.dev are triggered when a branch is tagged. This is done when making a release on GitHub. Version 10.3.8 wasn't tagged. As soon as we merge, I'll create the release and publish it. |
