Merge the disconnected Tier X experimental backlog and §11 enterprise features into a single risk-ordered roadmap (S→A→B→C→D→E→F). - Tier C: operator adoption (docs, GitOps, admin-plane auth) - Tier D: enterprise runtime control (key rotation, policy versioning, shadow/canary, audit sinks, DR runbooks) - Tier E: enterprise cache, revocation, and HA (two-tier cache, tag invalidation, cross-replica singleflight, leader election, SLOs) - Tier F: demand-driven ecosystem (supply-chain, SpiceDB, WASM, eBPF, multi-cluster federation) Add recommended new features: OPS-GITOPS-1, OPS-ADMIN-1, ENT-DR-1, ENT-FEDERATION-1. Update §11 intro/closing to defer to §7 as the canonical ordering. Fix all stale cross-references (§4 Tier C→E, §7 X3/C3→F1/E2).
