add 3 new alliance clusters (config files)

Adds 3 new clusters from alliancecan.ca:

• Fir (replaces Cedar)
• Nibi (replaces Graham)
• Rorqual (replaces Beluga)

There is still the diskusage sections of the config files to port to the new pluginified interface.
And also, the automation nodes of DRAC to configure (once Nibi automation nodes are available)
Another point to consider relates to this Jira ticket: TZ=UTC command prefix to add to the automation nodes config
