This PR fixes two
sarc user parseproblems:1- a crash in the case of an overlapping credential with a different name
This problem is still to fix in a future PR, but now the entry is just passed and an error is logged
2- a bug in the legacy_dump import that caused some mila user to not record their mila cluster credentials in the database
