Cache tests requests to avoid connections errors in CI

Introduce a cache system to fix CI requests related issues.

Tests:

• Add a git submodule containing the cache of tests (tests/cache)
• Add setup-cache hatch script that automatically decompresses and extracts
  the test cache during CI runs
• Add save-cache script for maintaining the compressed test cache archive
