…ner PR: much more informative update that is concise but easy for participants to quickly read and start using the updates rather than being overwhelmed with new tutorial. Also made README.md ordering so a more important bullet point was at the top

I wanted to create an update in the "Updates" section of the README that was informative enough so that participants can quickly benefit and use the changes to the repo without feeling it is harder to read the tutorial than try the new code. This hopefully spurs participation. I also re-organized a line in the tutorial to put the more important information towards the top.
