pip-audit fails on certifi and filelock. This bumps certifi to 2026.10.23 and filelock to 4.2.4. Only poetry.lock changes.

The second commit removes pip from the runtime image, like nvi-beheer-api and gateway-verifier already do. Trivy flags the certifi and urllib3 that pip vendors, which fails the image scan on PRs.

Lint, mypy, tests, pip-audit and the Trivy scan pass locally. #27 can be closed after this.

- certifi 2026.7.22 -> 2026.10.23 (PYSEC-2026-4320)
- filelock 3.32.5 -> 4.2.4 (CVE-2026-112907, CVE-2026-112913, CVE-2026-112940)
Trivy picks up the certifi and urllib3 copies that pip vendors, which fails
the image scan on pull requests. pip is not used at runtime, so remove it
the same way nvi-beheer-api and gateway-verifier already do.
