restriction-level-<xyz>messages take the form "[xyz] protected" (as compared toprotect-level-<xyz>messages which take the general form "Allow only [xyz users]"). This fixesrestriction-level-userto read as "login protected" instead of "Allow only logged in users" so it doesn't look weird alongside "fully protected" and "semi protected".
