Based on https://github.com/Homebrew/homebrew-core/blob/f5c6266aaf51084a7f9e5d1917cb8f566fee0395/Formula/a/arm-none-eabi-binutils.rb without zstd support for now (needs a C11 compiler + haven't updated formula yet)
Based on https://github.com/Homebrew/homebrew-core/blob/2e65dc3a57297eb0fe32126d3cf4c849617c3d7c/Formula/a/arm-none-eabi-gdb.rb without Python support as GDB's configure script is unhappy with our python build regarding Python.Framework.

arm-none-eabi-binutils:
Tested on Tiger powerpc (G4/G5) with GCC 4.0.1, Leopard powerpc (G4) with GCC 4.2. Intel: Leopard (GCC 4.2), Snow Leopard, El Capitan (clang)
arm-none-eabi-gcc:
Tested on Tiger powerpc (G4/G5) with GCC 7.5. Leopard powerpc (G4) with GCC 7.5, Intel: El Capitan (clang)
Tried GCC 5.5 on Tiger powerpc & Leopard Intel and in both cases it bombed due to different linker issues.
arm-none-eabi-gdb:
Tested on Tiger powerpc (G4/G5) with GCC 7.5
Built without Python support since it's not happy using the Python.Framework from out python3 package.
Upstream they have arm-none-eabi-gcc as a test target dependency, but since :test is not supported here, I dropped it here since it gets ignored and a build of arm-none-eabi-gcc is always attempted, even if installed.
Will update this once I've managed to do further testing before marking it ready to land.
