Add Apitally to Utils

Apitally is an API analytics, logging and monitoring tool for FastAPI with a focus on simplicity and data privacy.

Disclaimer: Yes, there was a previous PR for adding this. Apitally has evolved significantly since then, and I think deserves to be considered again.
