Add x/evm/precompiles/README.md describing the state after the cosmos/evm native-action migration (#332): the RunNativeAction runtime shared by all 11 precompiles, why every one wires the BalanceHandler (native-token inflation), the atomic-revert / gas-metering / native-revert semantics, why native value is rejected, the (kept) EOA-only caller model, and the regression test coverage plus follow-ups.
