This PR should be merged when mochi-hpc/mochi-margo#316 is merged. It converts the mochi-margo package into a dual cmake/autotools package.
As of posting this PR, mochi-hpc/mochi-margo#316 has been tested and is ready to be merged. If new versions of Margo are released before these PRs are merged, both PRs should be updated accordingly.
