• bump the Python package to 1.3.27 and publish four-language release notes
• keep the OpenAI server API and startup banner version aligned with the package version
• add endpoint coverage for detected SenseVoice language in verbose_json

Release focus

This weekly release ships the detected-language response fix and the Fun-ASR-Nano fallback-cache reliability fix already merged to main.

Verification

• 41 passed across server, CLI, packaging docs, Markdown links, and runtime release tests
• python -m compileall passed
• git diff --check passed
• wheel and sdist rebuilt; twine check passed
• isolated wheel install reports package, CLI, and server version 1.3.27
