downloads: add torrents

whats new?

• after feedback: 2 separate files for gui and cli because they (rarely) can be out of sync implemented at https://github.com/plowsof/monero-torrent
• ^ binaryfates pgp has also been removed from the torrent, as people should obtain this out-of-band for security reasons
• my attempt at pixel art to create a grey magnet to display next to the torrent link is on display

todo:

• webseed redirect for monero-gui-v* is not set up yet
• i thought it would be sane to wait to publish torrent when DNS advertises a new update, so an old torrent would display on the downloads page e.g. "Current Version: 0.18.4.3 - Fluorine Fermi (release notes) - Torrent version 0.18.4.2" the torrent script supports building with local files seamlessly so both options are available .. decide on this -
  • a liquid script could just not display the torrent when it lags behind release for a week~

i did not realise until now but the downloads page does have some (albeit broken) way of displaying binaries if they fall out of sync with release version. it draws them under current release as a new section: on mobile this works because mobile is not hardcoded, but on desktop, they are duplicated - i have added a fix for the torrent.
