Regenerates the API diffs and website release-notes prose for the unreleased 4.152.0 and 4.153.0 pages, following the standard release-notes sync pipeline.

Testing
release-notes-render.pyper page to validate prose against the schema — both wrote cleanly.release-notes-render.py --all— rendered all 77 pages and rebuilt TOC/index with no errors.
