• Added tooltip display function in jupyter using ipympl

• Switched package manater rye to uv
• Changed the default display color of heatmap values to white or black depending on the background color

• Fixed to avoid ZeroDivisionError for plotting zero node size chord diagram (Chord diagram plot with zero node size raises ZeroDivisionError #100, Issue with ZeroDivisionError in Circos Plot #49)
