Upgrade vllm and PyTorch versions, updating Dockerfile, CPU test workflow, and README to match.

• Dependencies:
  • Bump vllm and torch versions in pyproject.toml and refresh uv.lock.

  • Update base image/packages to match new vllm/torch versions.

  • Adjust .github/workflows/run-tests-cpu.yaml to run tests with updated stack on CPU.
