Clients are now required to provide a fallback when needed.
This avoids duplicated and unused entries for repeated calls.

Extend
shapes_storageto contain bounding boxes for all routes and each segment. Bounding boxes, that can trivially be created by their corresponding stations only will not be stored, however, to save disk space.This change is related to motis-project/motis#603, simplifying its implementation.
