Anonym Part 7: Article Page

One-line summary

This pull request makes it possible to create the 'Article' Anonym page.

Significant changes and points to review

• and AnonymArticlePage
  • this includes a notification (relation to the same snippet as in advertising), which reuses the same HTML file (mozorg/cms/snippets/notification_snippet.html), but will need anonym-specific styles
• the SectionBlock now supports a rich_text child, which can be used to enter the entirety of the article

Testing

1. log in to Wagtail
2. make sure an Anonym Index Page exists
3. choose to create a child of the Anonym Index Page, and choose an Anonym Article Page
4. Enter the page content (though a section of rich text block(s)), and a notification
