This is a large PR that removes Flare25 CSS and renames or moves several HTML base files, components, and icons to remove evidence that there was once a '2025' version of flare. This was a lot of manual find/replace, validated by 100% passing visual regression tests, a good bit of spot-checking against the CMS pages, and static pages.
